A 2,000t modular ship is also quite like MEKO-200 which the Australians have had since the early 90s. Is there a requirement for 45 knots?

I'm pretty sure that future mine warfare and Hydrographic survey systems will be based on deployable drones and containerized systems that plug into control systems and consoles in the operations...

My main concern lays in the speed requirements- mine sweeping & hydro survey can get bye with 16-17 kts whilst patrol and war fighting require, at least, a burst speed of mid 20 knots to intercept...

Most OPV design's can achieve in the mid 20 plus knot range. The Damen OPV 2600 is listed as 24 kts.
